the easiest answer would be to enforce the 'n' case as samyuktAksharam
and the 'm' case as sunna as defaults with provision for the user to
override them. the rit rule   seems to better than the one suggested in
ur mail from the following examples:

vamka, vamga, vamcana, bhamjana, kamTa,  gamDu, pumta, kamdam
-- all have m followed by k/g/c/j/T/D/t/d and should be sunna
also,
mandira has n followed by d and should be sunna.
