Sri Veluri has unearthed the definition that a vidvat kavi is  
'defined' as one who has both pratibha and vyutpatti. 
 
I believe that every poet must have  both pratibha ad vyutpatti. 
 
Though every poet should have mastery over the language to some 
extent, every pundit may not be a kavi. In fact most pundits are 
not kavis. 
 
There are several people who can fluently compose poems but have 
not been meritted pundits over the language. 
 
Generally, one who enjoys great mastery over both metre and language 
is knwon as vidvatkavi. 
 
Any way the definition quoted caused some sort of confusion.
