Re. dEvabhaasha knowledge 0-1?

I never heard of either of Monier Williams and V Apte. 
But I do not know how knowledge of them has any thing to 
do with the Devabhasha knowledge. Just wondering. 
 
Hope some body would enlighten this poor soul.
