After reading turumeLLa's post, I searched through the foot-notes
of the SreeSree volumes (an excellent source for getting thumbnail
sketches of many contemporary and bygone literary personalities) for
references to pOtukooci saambaSiva raavu. I could foind only one (if
there were other references to him, I may have missed them). He was described
by the editor as a writer of short stories and novels, and editor of
'viSwa saahiti' (Viswa Saahiti also figures in the address given by
turumeLLa).

Any way, that foot-note appeared in SreeSree's review of the
dramas and plays at the aandhra naaTaka parishat competetions in 1955.
pOtukooci's play 'donga' was one of the entries. SreeSree mentioned a few
plays (donga was not one of them) as being written well, and says that
the rest of them (this would include donga by default) as being
substandard.

Just thought that I would share this information.
