A Sanskrit cAtuvu(?) or Riddle(?)

Dear Literati:

This post, I hope is not against the charter of Telusa or even SCIT!

After all, we had music lessons, magic squares and now the
history quizzes. Did I see requests for crossword puzzles too!

(Speaking of quizzes, I have a very personal request: My dear Sreenivas!
Please post multiple choice quizzes. Then I can use the golden rule:
eenee meenee mainee mO.. .. I might get a few of them right! Right?
Or how about Yes/No type quizzes?? I might have better luck! jus' kidding!)

I have this query for the Sanskrit aficionados:

Who wrote this? Where? What does it mean?

I think I know the very prosaic meaning of it. It's similar to
Einstein's famous answer to an old lady's query on special relativity!

I do not know the answers for the other questions!
