Circars were organizational units of the Nizam kingdom usually
under tutelage of his representatives. chikaakOle, raajahmunDri, ellOre,
gunToor, nellOre and chittoor were the sarkars that were under the nijaam.
During the many wars of the 1700s, niZam used these sarkaars as bargaining
chips with the French and the British. They all finally ended up with
British both as a pay-back for their help in securing his throne and as
fines for aiding haidaraalee in his campaign against the British.
I always thought that the phrase 'padahaaraNaala' teluguvaaDu
meant the equivalent of 'cent percent'.
