yes, its very much possible and it already exists.
IRC (Internet Relay Chat) has a #telugu channel
created by Mr. Ravi k. Sista. He announced the
formation of this channel on scit a long time ago.
however, there was only a lukewarm response and hence,
the channel never really took off.
