It is intended as both - by the by it should be bhaje implying aham bhaje
(unlike in telugu, in sanksti there is only one 'e'kaara).
for those who do not know that I go by as sadaa - it only means (aham)
tvam sadaa bhaje. For those who know, it also means I (sadaananda)
always worship you. - that is why sadaa is there in the meter.
