More likely they'll be drowned in the relentless noise from Kulbir and co.

Unless we can clearly define "civility", this is pointless to attempt.
However, the very fact that somebody is filtering out, might put
a restraint on people. Moderation as I see it is basically a
filtering job. We can have clearly formulated rules like
"no anonymous posts" (though I am ambivalent about it).

Anything is possible. But let us be optimistic. As for coordinating,
if there are 4 or 5 people, they can easily communicate in email.
To simplify the matters, let us say there are 7 moderators. Each person
will have a day of the week. Let us say you are a moderator and your choose
thursday. That means you are agreeing to go through all the messages that
reach the moderating account on thursday and junk the irrelevant messages.
The actual scheduling is likely to be more complicated because of vacations
etc. Once the process is set in motion, it can continue beacuse not everybody
is likely to drop out at the same time and new entrants can be trained by
the members in a short period of time.
