I don't know any technical difference between the two 'na' in Tamil. Only
difference is in the usage of them in the words. Out of the two 'na', the first
'na' is used in the words starting with 'na' (e.g. nALai) and as arasunna
(gAndhi).

The second 'na' is used as a regular 'na' in the words (e.g. tamizh nADu)
and as nakArapollu (e.g. rAman). (This is the 'na' which looks like 'La' or
compressed 'Na' in Tamil). This is also used in cases of dwiktAxaram (eg. anna)

Other e.g. nAyagan : first na,second na
rAmacandiran : first na,second na
rAmanAdan : first na,second na
niir : first na
tanniir : second 'na' on second 'na'
