Here's my 2 cents' worth -

Infrastructure means different things to different people - it could
mean widening of roads; it could also mean drainage and water supply
to all the slums of the Twin Cities. The first may require a loan from
World Bank, while the second may require the state to reduce
expenditure on ostentatious projects like the "mega city" project. The
first may require that we get told by all and sundry what we can or
can not do; the second may require a sense of pride and responsibility.

Widening of roads also means different things to different people - it
could mean converting dirt tracks in remote tribal villages to
concrete roads - it could also mean removing pot holes and making
roads more navigable in the Old City. On the other hand, it could mean
widening of roads that carry the iron ore from Bailla Dilla to
Visakhapatnam, so that the Japanese do not have to worry about delays
in their shipments; it could mean widening of the already wide Sardar
Patel Road to accommodate visiting dignitaries and trade delegations
in their pompous parades (after all, isn't that road also called the
Parade Road?).

Compared to several European countries, AP has on an average better
roads - especially highways and main streets in the cities. However,
even compared to many third world countries, we have a poor record in
sanitation, water supply, basic health care, primary education.

I think it was Sartre who defined freedom as "the curse of choice". We
are free to chose the model, but we must be ready to pay the price,
either way.
