	I suggest the interested readers to look up Dr. Jaya Prakash
Narayan's discussion paper, "The collapse and rejuvenation of the Indian
Republic" which discusses not only the decline but a way to rejuvenate as 
well. If you are interested, I can send you the document via e-mail.

	Balagopal's article appears to be at least 7 years old. I am also
impressed by his speech at the APCLC meeting, posted on SCIT by Chukka
Srinivas.
