It is nice of you to send me a quick response. As it happened, I was at the
'World Headquarters' of the Association for India's Development (look at
their homepage), this evening, at about 6pm.

I showed your note to them, and there were some differences of opinion,
but in the end they decided to proceed as planned, as it was too late to
change all their plans.

It is 11:13pm. I am back home, but they all must be gathered on the grounds
of the University of Maryland, proceeding with the proceedings.

I know a bit about the guidelines for dipsplaying the American flag. It is
supposed to be hoisted in the morning, and taken down in the evening, which
all schools do, using student volunteers. But, if you have a setup where
daily getting it up, and bringing it down is not feasible/desirable/...,
then the rule is that there should be ample light focused on it, so it is
not in the dark.

I don't know if such a rule is in effect for the Indian flag. As this
organization (AID) is based in Maryland, within a stone's throw of the
Indian Embassy, I am sure they have extended an (at least a pro-forma)
invitation to the Embassy, and they haven't been advised by the Embassy
to 'cease and desist'.

Not that it means anything. The Embassy has been not known for its high IQ,
quick response, effective publicity, or any such mundane things with which
run of the mill embassies are known to occupy themselves, and earn their
keep. They spend their considerable energies harassing Visa and Passport
applicants, and seeing that India is not run over by tourists. And that any
visiting Prime Minister is presented in a low profile.

But I digress.

I guess that the affair at the U of M has to be perceived in the spirit 
in which it is undertaken. AID has been one of the best charitable outfits 
around, started (and mostly run) by students at U of M. Currently it 
supports self-help projects in about 25 locations in India. Their aim is to 
have a project in each state, by the end of the millennium. To repeat a line
