As the self-anointed resident expert on the behaviors of Telugu
associations, I would suggest that looking for 'these associations' to do
something would not be particularly productive. The only way for a project
like this to come to fruition is for interested parties to work out the
details, approach the associations to lend their name, use that name to
raise funds specifically for that project, and keep administering the
project. Then as the interested parties get tired, find an equally
enthusiastic group to take the project over. This is the general rule I
suggest for any venture, be it libraries, software development or sports
tournaments. The associations are amorphous faceless bodies with good
intentions, but without much financial or personnel muscle.
It is my observation that there are a lot of University based Telugu
libraries in this country + the library of congress. One can do a lot
with (get a lot from) these existing resources without even trying to
develop new libraries.
A more interesting idea is the development of the electronic libraries;
but this may be a few years away. We will still have to wait for the
development of those OCR programs that people were talking about at TANA.
Then there are the issues of copy rights etc.
